Pub Ad strategy

First read basic books for both paper 1 and 2 keeping syllabus next to you. For eg. Arora Goyal and Sharma Sadana.

Paper 1:
Introduction: IGNOU Notes, IIPA
Theories: Adm thinkers-prasad and prasad
adm behaviour: sharma sadana and stephen robbins
comparative adm: adm thinkers and comparative administration(cant recall the author, it was ramesh arora i think, someone plz confirm)
development adm: Mohit Bhattacharya spl on dev adm.
accountability and control- IIPA journals, sharma sadana
rest of the topics can be studied from any basic book like sharma sadana or fadia fadia or mohit bhattacharya


Paper 2:
IIPA journals, Arora Goel, D D basu.

Any topics that you can't find in these sources, refer internet.

    i've heard thngs like the no. of seats for particular subject is proportional to the no. of candidates opting for it.........what is this criteria like??????????
    m really confused ab't choosing my optionals.i am a computer science engineer..........also i wanted to know whether and how is it possible to prepare while being on a job........

    Please go through my post on choosing optionals. Don't listen to any such theory unless and until it's coming from UPSC. You can prepare while being on job as long you study for 6 hours everyday on an average and take leave before exams.

    Now starting with ppl who are asking me abt selection of optionals kindly go to the post related to that.

    I will be writing new posts related to questions in Pub Ad and GS.

    Only laxmikanth will not suffice for pre.

    vajiram pub ad material is not good.

    sample answers, i will try...but cant promise...i have left them back in India, all packed and dispatched.

    For GS, I referred the written notes of Vajiram and ALS. you can buy them from ber sarai in delhi. other than that keep reading newspaper like bible and a good current affairs magazine like wizard, chronicle, pratiyogiya darpan or whichever you like. I will not write which one I read for CA because it would be like endorsing that magazine..right?


    Rest of the questions will be answered soon in other posts.

    Ma'am i have a query, i have psychology as my first optional and second is English literature...
    Can you guide me a bit about how to prepare for psychology, i mean writing or just reading... and i read that you suggest Mukul Pathak sir's notes for that, but I'm not from Delhi and can't join his classes, is there any other way to get these notes....
    just one more question... what should be ones approach, i mean take up the optionals and GS one at a time or keep preparing for each one simultaneously....

  23. And one thing more. For those wishing to avail Mukul Pathak's notes. To tell you frankly, attending mukul pathak's classes and reading what he teaches - there is a big difference. Because the way he tells the concepts giving real life examples at every stage, is something that is not given in any book. So, if someone is damn serious about Civils, attending his classes would give a definite big advntage.

    and other books suggested by you for history,Public Admin and geography. My Question is am I missing something (for GS) which I should read and I am not aware of?   33. Sorry no idea abt pol sc and socio.

    IGNOU notes are best source for 1st unit.

    IIPA journalsare to be studied topicwise. For eg. Distt Admn might have 3 4 articles in IIPA. So read those and make notes. Thats how I went abt IIPA.

    @singularity Please do not read so many magazines you will waste a lot of time. a newspaper, a good CA magazine will do. supplement this with yojana.

    @ankit- please tally with syllabus whatever you are studying- exhaustively or selctively.

    People , i think, we must understand that Shubhra cannot answer each and everyone's individual queries and that too when the queries are very personal. She can help only in those queries which are applicale to each one of us. So please, it is a request that we must refrain from asking questions like "What should i study?"; "I have started on monday, what should i do on tuesday?" and stuff like that.
    We must understand that her time and comments are very precious and we must not create a situation that she stop responding at all.

    Secondly, this blog can be a reference for people who have opted Psycho, PubAd and ofcourse GS. So asking questions pertaining to other optionals is pointless.

    Thirdly, we should first go through all the comments before asking questions. The possibility of asking the same question would be eliminated.

    I would like to re-iterate what Shubhra told us.

    Firstly, no magazine is to be read cover to cover. Identify what is beneficial to you. It is to supplement your newspaper reading and not something on which a lot of time is to be wasted. If you are reading newspapers religiously, then reading the magazine would be just a kind of revision and sometimes it gives a background of the events that are going on.

    Secondly, you an make notes or you can mark the relevant portions and read them again if they are of any relevance.

    Thirdly, since second part of the PubAd paper covers Indian administration, so we need to keep a track of various programs, policies etc introduced by the welfare of the society and if we can quote them then the answer gets a bit of dynamicity. Like recently, the Rajasthan Govt joined hands with Reuter, so that the farmers are able to get the information on prices, weather, future trends on their mobile, radio and TV. This can be used as an example of the impact of technology on the administration. Although, i have just started with PubAd, but i feel this is the way it should be. If there is anything wrongly explained, Shubhra can correct me.

    I tried to answer on the basis of the healthy 2.5 hours interaction that we had with her in Vajiram and also the content of this blog.

    Even we had the same questions in our minds and i had tried my best to ask few of them at Vajirams because these moments hardly come when you talk to the person directly and that too when the optionals match exactly the same.

  52. hi shubhra mam, this is a CS aspirant from bangalore.it is always said that while writing answers to any question in public administration, you should combine both the theory and application aspects into it. for ex if there is a question like "administrative questions are not political questions" how to combine the 2 things? it would be great if you can give a brief outline (a model answer would be even better if its not a problem for you) as to how to approach such questions. thanks a million for all the pain you are taking for people like me.

    akatakata, yes, we need to combine theory and practical aspects based on the need of the question. This question is strictly theoretical as it would demand an explanation of Politics-adm dichotomy by wilson.

    Many congratulations to you on your success..!!

    I happened to be in your GS batch in Vajiram.I too gave the interview for the 2007 attempt and didn't succeed.In 2008 attempt also, i gave the interview and again didn't succeed..My marks in Pubad happened to be the same in both the attempts i.e. 322...

    In my second attempt, i joined the institute which u have mentioned in one of your post, in rajindr ngr , the sentences of whose teacher ends with 'no problem at all'....But that didn't bring a single mark improvement for me...I wrote all his tests religiously..

    Though i have read pub ad strategy in the above posts,,what in your opinion people like me would be lacking in pub ad approach..? I am sure there would be many like me and your guidance would help them all..

    (I have taken the classes from Mohanty).

    Its been really wonderful the way you been guiding us. Being from a technical background, I find concept elaboration in humanities, a tricky task, since as engineers we have been trained to optimize space and time. However now to explain a concept at length raises doubts about the following issues.
    1. Content: The actual number of different perspectives, to be shared without losing relevancy.
    2. Elaboration: The amount of words which should be written, without buffering and being repetitive on a particular point
    I realize that there can be no readymade formula for this and it’s a skill which one develops. However if you could share with us a sample long answer, then it surely would go a long way into giving us those pointers which can be used to develop this skill. I am enclosing a question hereby, incase you feel to write on some other topic please do so. I hope I have been able to get my dilemma across to you, thanking you in anticipation.

    I happened to be in your GS batch in Vajiram.

    First of all when you tell here that I was in your GS batch at Vajiram, you nullify my claims that I did self study for GS.

    Let me clarify my position on this matter first and then I will move on to your other questions.

    I attended Vajiram classes for GS for maybe a month or 1.5 months. But most of the times i bunked the classes because except for polity and economics(only kapuria sir not sanjeev verma), all other subjects were very badly taught. So in the end I decided to leave the classes and do self study. That's why I say that for GS, just get some good notes from 2 coaching instn and study on ur own.

    Now coming to your question Mandeep.
    See in Pub Ad, you need to have a dynamic and current affairs based approach. Also try to prepare some topics really well. For eg. RTI, Distt Admn. Study them from all sources and prepare excellent notes(not answers). That will give you excellent input for any question on that topic in exam.

    I won't be able to write a long answer here. Sorry. It's a difficult job, keeping up with all the posts on this forum during my vacation itself. So please understand.

    I will explain it though.

    Good governance came as a top down concept and a prescription from west for the developing countries. Devng countries do not have a solid infrastructure in place for governance itself. So talking about good governance in these countries is bound to fail.

    The whole point you have to stress is that reforms imposed from outside will fail if the system is not ready for it. Therefore the capacity of the system should be increased and the reforms should come from inside and not imposed from outside.

    Regarding IGNOU notes for unit 1, which level of notes are needed, bachelor , master etc

    As I got the BA course of pub-ad and the unit 1(intro to pub-ad) is hardly 10pages.
