My Experiences-I

Sorry everyone for such a long delay!!
I am at Faizabad right now, posted as SDM sadar. Right now I am in middle of District training. IAS training involved two phases of academy training separated by a one-year stint in the district.

When we are dispatched from LBSNAA to our respective districts, we are given a very rigorous schedule and many many assignments. Ideally, we should stick to those schedules and finish our assignments. But then many a times there is not much consonance between what's prescribed and what's practised. I should have been SDM for about only 4-6 weeks towards the fag end of my district training. But now it has been 1.5 months into it and I am loving it. The flipside is that I keep so busy that I am unable to finish my academy assignments on time. Even as I type this post, I was trying to finish an assignment that I was supposed to have submitted by 15th of February. But in the last few weeks, all the districts of U.P have been in constant upheaval because of CM's whirlwind tour of the state.

By this tour of CM in the state, all the tehsils and thanas and district hospitals of state have been put back in shape, both figuratively and literally. My tehsil was also visited by the CM and it was a learning experience for me. I realised that there are a few things like grievance redressal which need to be monitored well. if that happens on a continuous basis, many things will fall automatically in place. Anyway, the CM was very happy with our tehsil and specially the tehsildar's work as he had been here since the last 4.5 years!!! To cut the long story short, it was all festive at my tehsil once our CM left happily from our tehsil.

But alas her next destination was not such a happy place. She inspected the District hospital and seeing the neglect and poor hygiene there, suspended the Chief medical suprintendent. In the next district Ambedkar Nagar, the SDM and Tehsildar were removed.... The saga goes on. But I really felt that this tour of our CM has done wonders across the state. Check out for yourself if you belong to U.P. I am sure you would agree.

Time to stop. But I promise I will be back. I have missed being in touch with my dear bloggers. Next time I will share more experiences of LBSNAA training.

    i am a student of BHU. Recently there was an agriculture conference in our college.I met many small farmers from various districts of UP.They were facing all kind of experiences that we have just read of in economic books such a marketing through a middleman,lack of credit support from govt etc. They are complaining to their respective DM of such problems for years but still no avail. Plz suggest me a way so that i can fulfill my promise of helping them.

  5. it has been wonderfull to read your experiences...I just want to clarify few things..that in this training period as SDM do you also sit as judge in various land dispute cases.??.secondly what nature of assignments are given??Just inqusitive on these issues..

  6. It's nice to hear that you are enjoying your work as SDM Sadar and have done a good job so far and Ms. CM was contented with that. :)
    But the suspensions mean that things aren't so well my district Ambedkar Nagar. :(

    i congratulate u to get d cadre where u belong ..I M UR STUDENT OF 10 DAYS ALS CLASS...u have lot of work to do as ur power and position will permit u...i want to know only that what power SDM holds as in his/her capacity...

    like AIS whether they have any security or not..any politician comes and removes them, some throws out in extra positions...these politicians show their power and authority but dont take burden of responsibility which bear by officers..
    i only want to know as an honest SDM whether anyone can bring change,.....
    becoz i m aspiring for SDM OF UP ......

  10. LBSNAA, OUR IAS CONSTRUCTION FACTORY HAS REALLY EXCELLED IN ITS WORK.   17. Really its a great job , iam from moradabad and iam ur classmate in kcm school.after long time i back to moradabad and see here is lot of traffic problem,new DM dont want to be aware all of these problems ,and traffic police not to be very active.request u do something.

  26. Ma'am, great to see you sharing your professional experiences with us. Hope educated Indians would use these windows to channel their thoughts and ideas to become realities through dedicated officers like you.

    I should say that it is a rare thing to hear good words about the polity and administration in UP, which many believe as the citadel of corruption in the country. That the CM inspects the public services and takes strict action is really promising. But yet this is not the way it should really function. These services and basic infrastructure should be monitored by ground level institutions, i mean LSGs. UP is such a big state that had it been independent nation it would have been the 5th most populated. The countries with much less populations have good federal framework to spend tax money at ground levels and well established devolution of powers. But in India states gets only 30% of tax money to spend. In most of the states passing tax money (which is already meagre) and powers to LSGs simply doesn't exist. The ministers & bureaucrats would spend the money according to their fantasies and not according to what people desire. In very few states like Kerala or West Bengal where the LSGs are empowered to good levels, there have been many achievements in sectors like health, education etc and they have high HDIs as well. So, I believe, the grievance redressals and communicating with local people are not only required they deserve the prime importance.

  28. Sharp thoughts, good work Shubhra , "Continual basis" definitely matters, a country with "space mission", "aircraft carrier" ,"Forbes ranked businessmen" but still lacking basic Health services, Food for thought!!

  29. maam this blog is bible for freshers opting for pub admn ......i have finally quit my job to serve the country and do things for which i strongly feel.....i have been reading the blog evry month while doing job ....plz make this blog a part of ur life and regularly update problems dat u are facing while doing ur duty and give imp. inputs ...specially in subjects like pub admn....and yes the book of urs is awesome .....would love to meet u some day ....but for now let me prepare so that u find me worthy enough ......whether i get selected or not .....i will certainly make a difference....

  31. Oh. You are one of the very few bloggers coming from administrative field. Rarely have I found bureaucrats connecting through blogs. It's however good both ways. People usually middle and upper middle class buoyed up by 9% growth rate, armed by RTI etc have become inquistive and argumentative and want the adminsitrators, politicos to be explaining everything. They want the most intricate of issues to be explained in most simple way. Your job becomes therefore much more challenging where you have to bridge the gap between poor and rich, placate rich, help poor and appease middle class all of whom simply do not understand each other. Salute to your institution. I simply fail to understand why many bloggers become so much skeptic of IAS officers, whining about their inefficiency. After all, an IAS officer also has a mandate to fulfill. As for the popular issue of corruption, it is much more individual centric rather than job centric. I am also a civil service aspirant and have just regretted a job offer from an MNC to prepare.

    I am physically challenged person. I walk with the help of crutches. I wrote prelims this year and am confident of clearing it.
    Now I a bit worried about my physical state. will I at all get selected in physical test?
    Is LBSNAA disabled friendly place?

    I am physically challenged guy and appeared this year's prelims. Am confident of clearing it. But I am a bit worried about the physical test.
    I walk with the help of crutches and wear calliper to left leg. Will I, at all, get considered by UPSC?
    Is LBSNAA disabled friendly place?
